A series of misconduct cases involving foreign tourists in Bali has drawn public attention in recent weeks. Tourism observer Taufan Rahmadi told detikTravel on July 21, 2026, that the issue is not merely about individual tourist behavior but reflects a larger challenge for destination governance in Bali as a world-class tourism destination.
Taufan noted that the renowned hospitality of Balinese society needs to be balanced with clear rules, effective monitoring, and consistent law enforcement. He pointed out that many foreign tourists lack understanding of cultural boundaries in Bali, which leads to violations that disregard local customs and traditions.
According to Taufan, existing regulations are already adequate in content, but the way they are implemented needs greater attention. He emphasized the need for cross-agency coordination and for tourists to be educated about the rules before they even arrive in Bali.
Rules governing foreign tourist conduct on the island are already outlined in Bali Governor's Circular No. 7 of 2025 on New Order for Foreign Tourists During Their Stay in Bali. However, Taufan stressed that enforcement needs to be firmer, including imposing sanctions where necessary, and that stronger regulations with clearer legal consequences would help create a deterrent effect.
