Bali Governor Inaugurates New Denpasar Consumer Dispute Board, Pushes Expansion to Three More Regencies
Bali Governor Wayan Koster officially inaugurated nine new members of the Denpasar Consumer Dispute Resolution Board (BPSK) for the 2026-2031 term on August 31, 2026. The provincial government plans to establish similar boards in Badung, Tabanan, and Gianyar regencies, expanding consumer protection coverage across Bali's main tourist and residential areas.
Bali Governor Wayan Koster officially inaugurated and administered the oath of office to nine new members of the Denpasar Consumer Dispute Resolution Board (Badan Penyelesaian Sengketa Konsumen, BPSK) for the 2026-2031 term at the Wiswa Sabha Utama Building, Bali Governor's Office, on Monday, August 31, 2026.
The new BPSK board consists of nine members representing three groups: government representatives, consumer representatives, and business representatives, three from each category. During the ceremony, Governor Koster noted that only three of the nine inaugurated members were present in person, highlighting a low attendance rate.
Governor Koster stated that BPSK's presence should not be limited to Denpasar City alone. The Bali Provincial Government plans to map out the need for establishing BPSK offices in other regions, prioritizing Badung, Tabanan, and Gianyar regencies. Relevant department heads have been instructed to conduct data collection and prepare technical steps for establishment.
"BPSK must actively perform its function in resolving disputes between consumers and business operators. Such disputes can arise across various sectors, including relationships between consumers and rural banks (BPR), cooperatives, village credit institutions (LPD), leasing companies, and other business sectors," said Governor Koster, adding that dispute resolution must provide fair legal protection for consumers without disproportionately harming business operators.
To support BPSK's operations, the governor has instructed the preparation of a monthly honorarium budget of Rp5 million per member for the nine BPSK members, to be allocated from the Bali provincial budget through a revised budget or, at the latest, the 2027 main budget. Office facilities for BPSK operations have also been prepared. Newly inaugurated members are required to draft a five-year work plan (2026-2031), including mapping potential consumer disputes and formulating effective resolution strategies.

Foreign business owners and residents in Bali who use leasing services, cooperatives, or local financial institutions (BPR/LPD) should be aware that BPSK can serve as a channel for resolving consumer disputes with businesses. Currently, BPSK operates only in Denpasar, so residents in Badung, Tabanan, or Gianyar should monitor updates on future board establishment and, in the meantime, contact the local Trade Department (Dinas Perdagangan) for consumer complaints. Keep contracts and transaction records on hand, as these will be needed if a dispute resolution process becomes necessary.
