Bali Eyes Role as International Financial Center Beyond Tourism, Indonesian Government Says
Indonesia's Human Rights Minister Natalius Pigai announced plans to develop Bali and Jakarta as International Financial Centers (IFC), aiming to diversify Bali's economy beyond tourism. The statement was made at the Bali-Timor Leste Business Forum 2026.
At the Bali-Timor Leste Business Forum 2026, held on October 2, 2026 at the Kura Kura Bali Special Economic Zone in Denpasar, Indonesia's Human Rights Minister Natalius Pigai announced government plans to develop both Bali and Jakarta as International Financial Centers (IFC).
According to Pigai, the IFC concept will first be piloted in Jakarta before being rolled out in Bali. He stated that establishing an IFC in Bali would spur growth across various business sectors beyond tourism.
The forum, part of the broader Bali International Business & Investment Forum (BIBIF) 2026, brought together government officials, investors, financial institutions, and academics from Indonesia and Timor-Leste to discuss trade, investment, and financial cooperation.
Discussions centered on four key areas: tourism and culture, the Gold Economy, Blue Economy, and Green Economy, covering topics such as gold trading, financial services, fisheries, sustainable agriculture, and green financing.
Under the plan, Bali is positioned to become a hub for international business, conferences, and economic diplomacy within the Asia-Pacific region. Cooperation with Timor-Leste is also expected to expand beyond tourism into trade, investment, education, agriculture, and the digital economy.
No specific timeline or regulatory details have been announced yet; the initiative remains in the planning stage.
Things to Consider
No concrete regulatory changes have been announced yet, so there is nothing immediate for tourists or residents to act on. However, foreign individuals or businesses considering investment or expansion in Bali should monitor future announcements regarding the IFC's legal and tax framework through official government channels or reputable local legal advisors. Current visa and tax obligations remain unchanged for now.
