Bali Chamber of Commerce Calls for Review of Golden Visa Investment Threshold and OSS Licensing System

Bali's Chamber of Commerce (Kadin Bali) is pushing the government to review the Online Single Submission (OSS) licensing system and reassess the Rp10 billion investment threshold for the Golden Visa, arguing it is now relatively low and allows foreign capital into sectors traditionally run by local small businesses. The chamber also raised concerns about foreign investors using local partners only to meet formal requirements while retaining full control of businesses.

Bali Chamber of Commerce (Kadin Bali) Chairman I Made Ariandi stated on September 24, following a provincial leadership meeting in Denpasar, that the chamber is calling for an evaluation and revision of the Online Single Submission (OSS) digital licensing system for foreign investment. The proposal was discussed as part of regional input gathering ahead of the national chamber congress.

While stressing that Kadin Bali does not oppose foreign investment, Ariandi argued that the current Rp10 billion (roughly USD 620,000) investment threshold for the Golden Visa is relatively low given current economic conditions, potentially allowing foreign capital into sectors traditionally occupied by local small and medium enterprises (UMKM), including vehicle, house, and land rentals, as well as property development. He noted the threshold was set during the pandemic era when countries competed to attract investment, and argued it needs reassessment now that conditions have normalized.

He also raised concerns about foreign investors using local partnership and shareholding requirements merely to satisfy formal administrative rules while retaining actual business control themselves, calling for genuine local involvement rather than nominal compliance.

While acknowledging that OSS digitalization has simplified licensing processes, Ariandi said a regional-level curation mechanism is still needed, and that local governments should retain authority to oversee land-use changes and the impact of investment on the environment, agriculture, and local culture. Kadin Bali plans to compile these recommendations into a formal document to submit to the national chamber congress and relevant ministries.
